8 GB according to hardware vendors definition = 8,000,000,000 B = 7.45 GB according to the standard (software) definition (where a GB = 1024x1024x1024 B). Subtract 550 MB = 0.537 GB and you're left with 6.91 GB. So there's just 20 MB missing (you will be able to find that somewhere).

Installing Cydia programs on a phone that has no internet connection: read this.
Editing binary .plist, .strings, .nib and .xib files:
* on your computer: Windows tool / conversion website.
* on your iPhone: convert those files in a terminal with plutil (installed with Erica Utilities) or edit them with iFile (Cydia links).

You said root partition size is 520MB and you have 6.89GB? That is weird as my .ipsw for 2.0.1 has a root partition of 550MB + Cydia + Installer and iTunes and the phone recognize 7.03GB.
Before, when I was at 2.0.0 with the standard partition size, iTunes and my phone recognized 7.08GB. Just re-do the whole process and set iPhone as new. That should help out leaning your space.

Most of the discrepancies are explained by what is put on the media partition (using symlinks). Sometimes this is just Installer and Cydia, sometimes nothing, sometimes fonts etc. The free space is 7.45 - root partition size - whatever is on the media partition.
