The iPhone dev team don't set release dates.

They have indicated that this particular baseband unlock is NOT their priority right now.

What is their priority is an unlock for the recent iPhone 4 basebands.

You suffer from a common misconception: that you are somehow entitled to free and frequent jailbreaks and unlocks.

The iPhone Dev team have always worked for free, they don't take donations (because this will create expectations that an unlock or jailbreak must be released because people paid money for it)

The iPhone Dev team also utilise a lot more strategy, they need to balance - when it is the right time to reveal a specific exploit. Apple will of course attempt to block or close the exploit - so the timing has to be right - for example when Apple has just released an iOS update.

Additionally, where it is impossible to downgrade the baseband - any baseband unlock exploit is valuable - but easily patched/closed by Apple.

So.. as long as it looks like Apple will continue to keep on selling a model based on that particular baseband chip - it makes no sense to waste more than one exploit a year.

It really depends on what you will put up with -- personally, I wouldn't play with the 06.15 baseband -- there have been a few reported issues with GPS and WiFi that happen with certain versions of the iOS and baseband, and I would never want to lock myself out of doing factory upgrades again.

As you are most likely aware, once you restore to the 06.15 baseband, the iPhone can never be restored to factory again (without erroring and needing to be kicked out of recovery mode), or at least not until a 'newer' baseband than 06.15 (and higher revision) is released for the devices. It's not impossible that they will eventually get to a revision that is higher numbered than 06.15 and that you will then be able to resume regular flashing and not get the error, but it's not something I would count on.

That said, I'm also not an unlocker, so I'm not impacted by the lack of an unlock on my iPhone 4 -- so my perspective may be somewhat different than yours as I can use my phone regardless of whether it has been unlocked.

The least obtrusive method and the method least likely to cause future problems is waiting for an unlock for the 05.14.02 baseband if you have the option. This will keep you at a baseband that is made for your actual device, and if you ever have a problem with your phone you can do a factory restore and bring it back to Apple in 100% non-jailbroken and non-unlocked condition -- something you won't be able to do if you apply the 06.15 baseband.

In any case, we can't really tell you whether or not you should do it -- you'll want to weigh the pros and cons of your specific situation before making any decisions -- what you will and will not allow or tolerate in the future while dealing with your device.
