no, its quite easy to downgrade firmware on 3gs.

Just to review, the iPhone 3GS sends a unique ID hash to Apple as well as the hash of the firmware you are trying to restore to the iPhone. Apple then has the ability to approve or decline your ability to install this firmware. Presently, Apple is only approving iOS 4.0. This means that if you do not already have (you CAN NOT GET THIS NOW, before anyone asks) your SHSH on file for 3.0/3.1/3.1.2/3.1.3, you CAN NOT downgrade to these firmwares.
Pwning your LLB by jailbreaking with redsn0w on 3.0/3.1.2 will allow you to bypass the SHSH check and signature signing requirement on the (next) subsequent firmware restore, but if you ever restore with a STOCK / factory / Apple firmware that has not been processed by PwnageTool, you will RELOCK and REJAIL your phone, bringing back the SHSH requirement and un-Pwning your LLB.
I know it's a bit to take and hard to read, but it's important to understand how this works to make sure the forum readers get the correct information.
