I'm an iPhone newbie, though I'm a computer hardware designer and utility programmer. I'm learning iPhone stuff like crazy, but have a LONG way to go. By now I probably know just enough to be dangerous.
As the title says, I bought a used 32GB iPhone 3GS, without a SIM card. In the seller's ad, there was no mention of its being jailbroken or unlocked. But leafing thru it, I found Cydia and Ultrasn0w already installed. Does that mean it's already jailbroken? How about unlocked?

My intention when buying it, was to jailbreak it to get it to accept non-iTunes apps, and then unlock it to use it on my old carrier T-Mobile.
I have heard that there may be some difficulty unlocking this combination of 3GS, 5.0.1, and 06.15.00, and this serial number with 3rd, 4th, and 5th digits "928". Is this true?
Also noticed that, when I tapped the already-installed Ultrasn0w while connected to my house's WiFi last night, Ultrasn0w showed me a message like, "There are conflicts between resources" or something like that. Sorry I didn't write it down. And now I'm not on WiFi, so can't get it back again. Maybe tonight.
I'm starting to wonder if the previous owner jailbroke this thing, then loaded Cydia and Ultrasn0w, and tried to unlock it, only to run into problems.
My questions are:
1.) Is this phone already jailbroken?
2.) Is it unlocked?
3.) If not unlocked, is it possible to unlock it? Or does this combination of numbers, prevent that?
4.) Do I need to un-jailbreak it, and re-jailbreak in some special way, to make it unlockable?

1) Yes, it seems to be already jailbroken. If Cydia is on the phone and it runs when you poke it, it's jailbroken.
2) Not sure. The 06.15.00 baseband indicates that it is ready to be unlocked, it would just need to have ultrasn0w installed from Cydia if it didn't already have it.
3) See #2. It's possible to unlock.
4) No. Jailbreak, then install ultrasn0w, that unlocks. Nothing more specific than that, so your phone should be fine.
Most likely the previous owner jailbroke and had trouble unlocking. The only reason it would have 06.15.00 baseband is if someone was attempting to unlock. There is no truth to the serial number issue you described. The only worry is that new 3GS models where the third number is 1 and the fourth and fifth are greater than 35, as those have a new baseband chip where the 06.15.00 baseband bricks the device. You don't have that problem. The other S/N checking reason (bootrom version) doesn't matter to you, you have a new bootrom phone.
Last but not least, the Carrier version is the version of the network profile that the carrier provided, it doesn't always necessarily help indicate what carrier the phone is locked to.
Personally, I'd want to restore the device to make sure it was completely reset and that all of the previous owner's data was removed. The problem is that it's difficult to do that with a 06.15.00 baseband -- you have to use redsn0w to strip the baseband update out of the version of iOS you want to restore, then use redsn0w to put the phone into 'Pwned DFU', then restore the custom, baseband removed firmware. Once that's done you can then jailbreak again with redsn0w. This isn't required, just what I'd do if it was mine to make sure there wasn't anything on the phone from the previous owner.

Well, hush mah mouf. I had held off on just putting the SIM card from my old Nokia phone, into this 3GS, figuring the 3GS needed jailbreaking or unlocking or the right phase of the moon etc. But after reading your reply (VERY informative, thanks!), I decided to give it a try.
