You cannot downgrade either OS or baseband right now.

A forthcoming jailbreak/exploit may enable downgrade of iOS version. Not yet sure. Baseband downgrade is not possible via software for the 3GS - if you rely on unlock - expect a long wait before ultrasn0w is updated to work on that baseband.
