Please ignore Leon - he is providing inaccurate information. You can NOT retrieve your 3.1.3 SHSH from Apple. This is because Apple stopped signing 3.1.3 SHSH requests shortly after iOS 4.0 was released. Your only chance is if Cydia has processed your 3.1.3 request. You can check this with TinyUmbrella.

Connect your iPhone to your computer via USB cable.
Skip the first two steps, in step 3 download the most recent version of TinyUmbrella then where it says:
If you check the Advanced Options box, you will see more information.
Ignore the following sentence in the instructions - the value in the ECID box is correct - this has been a common misconception. In fact it is just a different way of writing the ECID. (Decimal versus hexadecimal)
There will be a number in the ECID box, but this is not your ECID. You will need to clear out this box and enter your ECID that you found in step 1
Select Device/Version: iPhone 3GS - 3.1.3 and leave the location as Cydia.
Click "Save my SHSH" then wait 60 seconds
If succesfull, the log field should report:
Code:
>> Processing SHSH Request...
>> SHSH Response Captured for [iPhone3GS 3.1.3 (7E18)]
You can also verify this by clicking on "Display SHSHs" this should tell you if you have a SHSH for 3.1.3.
