then you just need the dumbest IC possible with enough IO ports to support 2 serial lines (one between the IC and the mobile, one between the IC and the real SIM).

After that the logic is pretty straightforward (on the first IMSI read, return the subscription IMSI, on the second IMSI read, return the fake (stored) locked operator IMSI, on all next subsequent IMSI read, return the subscription IMSI).
a 6 pin microchip microcontroller can do this, or you can go TI or Freescale...

I read that, and at first I thought it would be a bit overkill. However, using a Microcontroller instead of a dumb IC would give the option of reprogramming the SIM, which may have benefits in the future. Still, it would be a bit more spendy. I imagine in the quantities we're talking you're looking at around $5-6 a chip...

Yes, but none of them are reasonably cheap. These things ought to cost $10, not $60.

I spent some time looking for the F304 chip... not much luck. Did you see this thread?

Look at the prices per unit and then the 100 price break...

Try to examine it with a microscope. I think (in most cases) there are some traces left on the surface of the chip.
