Should I activate my phone inthe US with AT&T

Hi there

A friend of mine is buying me an iPhone in the US and sending to me here in Belgium.

I have TurboSIM's ordered. Question I have is whether he should activate the phone via AT&T before he sends it to me - I understand he can cancel the subscription before 30 days anyway?
