Default OTB 1.1.3/4.03.13 Why do *SIM's don't work?

Can anyone explain in layman terms, what changed in 1.1.3 OTB 4.03.13 BBFW such that *SIM solutions no longer work? Did they change the verification protocol? If it is just that, some vendor could come up with a new SIM proxy soon? right/wrong?

I think we cannot say will they work with 1.1.3 and 04.03.13_G or not until we have a lockdownd that is properly patched for 1.1.3 and 04.03.13_G.

Are some people working on that or does the Dev-team has other priorities?
