Default Windows tool to edit plist files?

Is there any way to edit plist files on a Windows machine? I know of the web plutils but I think I read somewhere that some of the files need to be converted back to binary format for the settings to stick (e.g. pull mail interval etc.).

    Hy!

Just use winscp, the function of editing files is allready in there:
Mark the file with one click, then right-click and choose "edit".
    Here we are.

Thank you, but as I said above, I know plutils. Unfortunately they canīt be used o convert back to binary format whch seems to be needed for some files.

    com.apple.mobilemail.plist for example.
I think I read in one of the threads on here that if you donīt convert it back to binary, the settings will not survive a reboot.
