ok glen, i use your tutorial on hacktheiphone.com. follow me:
1. i upload on my pc the . strings that i want.
2. i rename it to .plist.
3. i convert it on the link that you've suggested to me.
4. i modify it with an text editor (like block notes) and save it.
5. then i rename it to .strings again.

for springboard.strings this system works, but wallpaper.strings give me on display the key text instead of the strings text. tell me what can i do. thanks in advance.

There is one file "mv" missing in v0.2. Need this file to move Wallpaper.strings to right place.

(from "/System/Library/PreferenceBundles/Wallpaper.bundle/" to "/System/Library/PreferenceBundles/Wallpaper.bundle/English.lproj")



After moving Wallpaper.strings to right place (zh_TW is selected in this case)

To better distribute your package, it'd be helpful that a readme is packaged. The readme may include the instructions for using the package and adding a new language pack.
All this info is already in the thread, and having a readme may better distribute it.
