Unlocked for sim locked for rest..
My 2g iPhone 3.1.3, I've managed via Spirit/Cydia/Bootneuter to get it to recognise my PAYG Sim, (it takes incoming calls). but all the other functions are locked out, it has the "connect to itunes" screen and "slide for emergency call" function available but nothing else. I've tried resetting in iTunes, several times, and going through the whole procedure, but to no avail.
Can anyone advise me how to get it fully functioning.

You aren't hacktivated. Spirit *should* have done this for you. However I really don't see why you don't just use redsn0w rather than a userland jailbreak.

With the first generation iPhone, every time you swap the SIM, it wants activation again.
To fix this, you need to patch a file on the iPhone called lockdownd - this is called hacktivation.
A userland jailbreak like spirit doesn't require patches to the low-level boot files that are accessed during boot.
Blackr1n doesn't work on 3.1.3 (the exploit geohot uses in blackra1n was closed by Apple as part of iOS 3.1.3)
Redsn0w uses a different low level exploit - which is present in the hardware for the iPhone 2G and iPhone 3G.
The confusing/tricky part of jailbreaking iOS 3.1.3 with redsn0w is that when redsn0w asks you to browse for an IPSW - you need to supply an iPhone 2G 3.1.2 IPSW (not a 3.1.3 IPSW like you might expect)
You should run redsn0w with the PAYG sim inserted.

that is confusing tho', iClarified site points me to iPhone1,1_3.1.3_7E1*_Restore.ipsw
can that be correct?
And will Redsn0w override iTunes telling me my sim is not compatible?

if you carefully read the tutorial on iclarified.
- the 3.1.3 is to be used to restore to your phone first (assuming you have already done that).
- however at step 5, you are asked to supply 3.1.2 firmware eventhough the OS on your phone is 3.1.3
- Redsn0w will perform auto hacktivation if needed.

Step 2, force the iPhone into either recovery or dfu mode. Then you will see the restore button.

Thanks again, I have managed to get my 2g into recovery mode, it takes ages to get the shut down slider,which may signify some fault in the iPhone.
But each time i do a restore i get Error 1604 message.

That is strange.
Put your phone in DFU mode and try the restore again.
In DFU mode, you iphone's screen is black but phone is not off.
Itunes should detect the device in recovery mode and you can option-click select firmware to be restored to
