No one here would recommend updating to 3.1.3 -- it doesn't provide anything at all beneficial over 3.1.2 unless you're part of the 0.001% affected by the battery life reporting fix (doesn't impact battery life, just the reporting done by iOS). Aside from that, the only difference is the reported version number -- and you can change that with an app from Cydia.

That said, 4.0 GM is available now and if you have an OLD bootrom you can upgrade using a pwned (essentially) firmware, jailbreak, and unlock.... But you have a new bootrom -- so you can't, I hate to say. As such, there's not much you can really do until the new tools are released. While you can upgrade to 4.0 GM, you would not be able to do so with a custom firmware (afaik), and as such, you'd be brought to the latest baseband and carrier locked until the new tools come out in July/Aug after the hardware release.

I'd stay on 3.1.2 until 4.0 is publicly released and the tools to jailbreak and unlock are released. And then, I'd probably still stay on 3.1.2 for another 2-4 weeks to let any issues with the first versions get shaken out of the tree so I didn't have to experience them.

Speaking as one of the few and proud that trudged through the monstrosity that was the 3.0 beta process, I'm glad to announce that I'm never subjecting myself to that again. It's just not worth it. Wait until it's been tested unless you're a developer and will be upgrading your applications.
