Both ECID values are correct, they are just represented in different ways. Hexadecimal versus binary.
The cydia problem you mention can disappear by itself (if one of the Cydia sources is down for maintenance for example). If it persists then a server in your sources list has been removed. Try applying any pending sources updates (this appears as an update within Cydia) to see if this helps.
