That is a hardware problem (most likely) this indicates you have a corrupted baseband or some physical hardware problem.

Old or new bootrom 3GS?

Do you have a SHSH for OS 3.1.2?

Under warranty? Take it back and get Apple to fix it.

Take it back and get Apple to replace the phone under warranty.

You have no way to fix this with current jailbreak tools.

Olethros is correct. If you are not on an official carrier, there is nothing more you can do with the device you have. It's not unlockable, and you can only jailbreak if you have a legitimate SIM. Since it's not unlockable, jailbreaking would be unnecessary as you still couldn't use the phone as a phone, and without the legitimate SIM, you'd be unable to get past the "Connect to iTunes" screen.
