Following steps:

1.) Reset TSIM by entering the TSIM PIN when the normal pin is requested ***** only one applesaft version can be installed at a time, therefore a reset is necessary! ****
2.) flash ZF version of applesaft in 6230i
3.) verify in menu that applesaft toolkit entry is available
4.) use prefs:/1f and jaibreakme.com
5.) run AppTappInstaller
6.) enter AT&T card and TSIM in iphone
7.) start applesaft SET function
8.) restart

As I already mentioned, although it is activated, there is a problem with the carrier and it looked like it's not activated.

Now I found the problem related to the baseband:

the new baseband is not automatically connecting to the home network and the network MCC is always 255 which leads to UnknownCarrier. After enabling the auto-connect via baseband commands, I can make exactly 1 call, then the system disconnects once again and I have to re-enable it. It looks like the baseband is detecting that the simulated ICCID is taken from the US AT&T card, although my vodafone network is recognized as home network and therefore the system is basically working, the auto-network-select seems to be broken.

My guess is that we need to re-activate with a T-Mobile based ICCID.

Furthermore, itunes doesn't offer to upgrade from 1.1.1 to 1.1.2, I assume that the 1.1.2 is a Europe-only version. Only two times when I downgraded the phone, it looked like it was in a "recover mode without installed software", itunes offered version 1.1.2 (because it could not discover the old version) but not as an update, only in recover mode.
