Sorry ... It's nearly impossible to understand your question.
If the device does not have a valid IMEI then it's not possible to make it work.
This is a hardware issue and NOT a jailbreaking issue.

The problem, need to activate the iPhone, redsnow does everything well, the iPhone reboots, and repeats its call to activate it, or else is itself reboots, and it does not show the IMEI and IcciD.

As dtube said, your phone needs a valid IMEI to activate legitimately - it sounds like your baseband is corrupted. (This is just a guess - you really have not provided us any useful information. I have upgraded my iphone 3GS baseband to 6.15.00 with OS 4.1.2 , it was working fine except that every time it reboot i have to run redns0w . I have decided to restore from itunes as i have AT&T account but everytime i restore from itunes i receive error 1015 message and the phone on the itunes cable connection .
Any advise will be much appreciated

First, a gentle reminder .... Please do not hijack a thread belonging to someone else with a completely different issue !!! - Start your own thread so that way we and the owner of this thread can monitor it closely.
There is nothing wrong with your device.
You have to run redsn0w EVERY TIME the phone is rebooted or turned off/on because your phone has a new bootrom. This is EXPECTED.
You cannot restore from itunes using a STOCK 4.2.1 firmware because you have 06.15.00 baseband. Again, this is EXPECTED.
You can ONLY restore with a CUSTOM firmware 4.2.1.
Or you can restore with a stock firmware less then 4.2.1 provided you have SHSH saved for previous firmware.
