3G phones can always be downgraded and jailbroken. Unlock is not possible if the phone came with 3.1.3 even if it was subsequently downgraded to 3.1.2. This is because it is not possible to downgrade baseband in 3G and 3GS phones.
You do not need a SHSH for a 3G phone. Only 3GS and 3rd gen iPod touch require SHSH

Yes put the phone into dfu mode, downgrade to 3.1.2, let it activate via iTunes then jailbreak with redsn0w.
Or if you want to stay on OS 3.1.3 you can use redsn0w 0.9.2 to jailbreak OS 3.1.3 also (you just need to supply redsn0w a 3.1.2 3G ipsw when it asks for an ipsw)

I assume you meant 3.1.2 and 3.1.3
There is no real reason good reason to run 3.1.3, 3.1.2 is much better supported by the jailbreaking community.

You still have the 3.1.3 baseband. I would not call this zero probs. Please don't encourage people to think that this is a safe and reversible upgrade for 3G or 3GS.

Clarification :
* please please please ... do not upgrade to 3.1.3/05.12.01
* Do NOT attempt this if you have a working phone ...
* I'm not encouraging people to downgrade/upgrade
* Thread Title Says : 3G 3.1.3 - jailbreak or downgrade (no SNOW please !)
* NO unlock is available for this (wait for few days/years/...) (exclude BL5.8)
