Activate is simply to let use the iPhone as iPod Touch.
So if your iphone is activated (you can use the calendar, calc, etc) then what you need is to unlock it so you can use your sim.
Try installing bootneuter from cydia, it will unlock your phone.
Activate also lets you use your iPhone with an AT&T plan without AT&T knowing so you don't have to spend more money for the monthly plan. I just got my iphone and hacktivated 1.1.4 so I can keep my $9.99 voice (family plan) and $15 texts without having to pay $39.99 for voice and $25 for data (I don't need data as I live on a college campus).

What machine are you using? Mac or PC? For mac, remove the previous version of QuickPwn before using the latest version.

It solved my problem
I had the same problem that the iPhone was not activated, means I was able to access all applications but it always showed a message that it is waiting for activation (with AT&T sim card). When I inserted my Swisscom card it just told me to connect to iTunes (no more functionality).
I tried to do the whole firmware restore to 2.1 and quickpwn without sim card and it worked 
Just took me some hours and a few tries ...

If you are legit iPhone user, you need to let iTunes activate your iPhone first before QuickPwn it.

all you have to do is follow these steps and it should solve the activation problem. Do this after you have already jailbroken your phone. You will also need to remove the SIM card.
First you will need to download this file and extract the folder titled Lockdown

Open Cydia on your phone and install openssh
Next you will need to download Cyberduck for Mac or Winscp for Windows and then SSH into your phone. You must be connected to a wifi network.
SSH into phone using cyberduck/WinSCP with these settings
user: root
pass: alpine
navigate to to /private/var/root/Library/ and delete any exisiting instance of the lockdown folder
replace the folder you just deleted with the lockdown folder you downloaded from rapidshare.
navigate into patched folder and make sure file pemissions are set to 644 for all files
5. reboot phone...

I am having the same issue, getting the emergency screen if I change SIM cards. I thought I would try chasingdogma's suggestion, but the link to lockdown.zip was not valid. The only other suggestion seems to be to restore and re-quickpwn without the sim card in place.

this happened to me too... it would work without a sim card, but a soon as I put my sim card into the phone it would lock up and ask for an authorized sim. I had to restore, then quickpwn, then use a custom firmware. Took forever but worked.
Maybe its possible my quickpwn app is corrupt?
iPhone 3G 3.0 unlocked via ultrasn0w! in conjunction with redsn0w! Thanks dev team!

Thanks very much to chasingdogma. Removing and replacing the lockdown folder as he describes (with the sim card out), enabled me to insert a go phone sim card without issue.

Activation problems
I had the same issues, my Vodaphone card was locked out although I had an 02 (Uk) sim which worked fine once activated. I got round it after doing a restore but not allowing itunes to activate the sim (02 or otherwise) disconnected the phone to make itunes shut down. Then I qkpwned with vodaphone card in phone and hey presto. I guess it's really the same as you guys are suggesting by removing card, just another way of achieving it
