You can use Quickpwn on Windows (will give you the options) OR on your already quickpwnaged iPhone use Cydia to download Bootneuter to your iPhone and let it do its job. Make sure to read the post (link above) on using Bootneuter.
BTW: Same happens if you use quickpwn on Windows, Bootneuter gets installed, doest its (unlocking and neutering job) after the reboot and then gets deleted.

I have come far.
But I hit a temporary roadblock. I have a WiFi connection. I D/L'd BootNeuter via Cydia. I went into Cydia, Manage, Packages, and hit the BootNeuter icon. I hit the Boot Neuter page, checked the settings and hit flash. Expected a reboot prompt but nothing. I don't see it doing anything. What am I doing wrong here?

Happy New Year. I D/L'd the windows version and associated files and all went well. BootNeuter did its thing automatically and the phone works like a charm. All is once again right with the World.
Thank you to those that tried to help me.
