Used Pwnage tool 3.1.5 to JB OS 3.1.2. lost Carrier menu in Setting

I was able to JB my way out of being stuck on the Apple logo. However, I have a JB iphone that does not have the Carrier tab in the settings area. I am not sure what to do...any ideas?

OS 3.1.2 with BB 5.11.07 used pwnage 3.1.5
- i tried activating iphone and not activating
