TO answer my own question make sure the file 018-4437-16 does not exist in your 2.2.1 3G firmware before you apply it.
Im still getting the 1601 error.
Is it that I have to use a mac to apply this ?
Isnt building it on a Mac Enoughf.
Same PC same USB port works with with 2G and 2.2 of 3G
Only the custom file is failing.

I am still learning myself so I may be wrong but I think the 018-4437-16 is the update ram disk. Doesn't have anything to do with baseband update by itself. I think pwnage doesnt support updating, you will need to restore. The 018-4443-16.dmg is the restore ramdisk. To verify that it has baseband update turned off just follow the following steps:
1) Extract the 018-4443-16.dmg file.
2) Download the nightly build of xpwn.
3) Extract xpwn and copy the 018-4443-16.dmg to the xpwn folder.
4) Then from command line run Code:
xpwntool 018-4443-16.dmg decrypted.dmg -k da010f69b0e2034b4ce7b7c90b63bad5 -iv 29ff3d43c4001b978963dee437e25386
5) This will give you the decrypted ramdisk.
6) Open the decrypted.dmg file using (HFSExplorer).
7)Browse to /usr/local/share/restore. If you do not see a options.plist file. It will update your baseband.
8) If you find the options.plist extract it and look at the contents of the file. There should be a key "UpdateBaseband" that should be set to false.
Hope that helps you. Also regarding 1601 error make sure you are applying the restore from just restore mode and not dfu mode. Also remember update is not supported by pwnage.
