When building a custom ipsw with pwnage tool 4.3 (v4.3.1 ipsw), when selecting ACTIVATE PHONE, does that still cause the battery drainage issue???

It can, yes. However if you then install ultrasn0w, insert SIM that works with ultrasn0w, install SAM and "deactivate" with redsn0w then let SAM reactivate via iTunes (before uninstalling SAM). Then you should not have any battery problems related to hacktivation. This will also fix youtube and push notification problems.
