I have been playing with jailbroken 4.3.3 on my 3GS for a month and observed that the phone is running very slow and wanted to go back to either 3.1.2 or 3.1.3 untethered jailbreak and also unlock it. Is it all possible and how difficult it is?
Can you let me know what should I do to downgrade to 3.1.2 or 3.1.3 while presreving my current baseband version 05.11.07.

I need to know if (a) you have a saved SHSH blob for 3.1.3 or 3.1.2 or (b) if no saved SHSH blob, do you have an old bootrom 3GS?
If the answer is no to both questions, then you can never downgrade to iOS 3.1.3 / 3.1.2 again.

Never mind. I'll stick with jb 4.3.3. I was just trying to re-image 3GS with 4.3.3 with my saved ipsw file and was scared to see "Error 1600" in iTunes. Don't know what caused the error. Luckily, rebooting the phone came back fine.
Btw, I wanted to unlock my 3GS to be used in India. Please let me know what should I download from Cydia to achieve this. I also wanted to make sure the unlock works 100% of the time as the phone will use a different SIM card.

I'm no expert on using the phone in specific countries.
In general, this varies greatly - if you have a SIM from carrier which sells iphone, you often need to do nothing special.
Otherwise, you may need comcenter patch (generally something you apply manually not from cydia) to allow some non standard carrier/plan specific settings to be saved across reboots. This allows the phone to support unsigned IPCC carrier/operator bundles. Search for wortel - he has retired now, but the thread was started by him I think.
If you have trouble with number formatting or matching numbers from calls/SMS to those in your contacts, try "Net.-local number format" package from Cydia

I wanted to test the unlock by changing to T-Mobile (for example). What should I do to unlock the phone and use it here in the US? I read elsewhere that I need to download Ultrasnow from Cydia to perform the unlock but not clear on which version to download. Please advise.

There is only one version of ultrasn0w officially available - the latest version. Any other site offering ultrasn0w is most likely redistributing it without permission and can't be trusted.
Just (optionally hacktivate) install ultrasn0w and turn off 3G - then insert a t-mobile sim to test.
