change neuter = off, unlock = off, flash it (make sure autolock = never). when done, restore with apple firmware (not the custom firmware). Now you are at factory.
dtube, i recently did the whole pwnagetool setup, and in the process remember it upgrading the bootloader to 4.6, if i give you the first couple numbers of my serial would you be able to tell me what bootloader my had before pwnage?
im needing to restore for various reasons, but want to make sure that everything is back to normal before i do.

one question, is there anyway they can check to see if it was supposed to be 3.9?
im having speaker problems, so im gonna restore the settings with bootnueter & then do a restore in itunes, will the apple store be able to tell that it might not be the correct one?

The serial number indicates that you phone come of of the box (OTB) with 4.6.
I have no idea what you are asking.
You run bootneuter, it will tell you the current BL on the phone. Treat bootneuter with respect !!! and use it correctly - hence the reason for this thread.
