No, TinyUmbrella can only prevent baseband update for the iPhone4. (a lot of other sites don't make this distinction clear and so people lose unlock). You MUST use custom IPSW (with the prevent baseband update option enabled) to avoid upgrading your baseband on the iPhone 3G and 3GS.

Your other restore issues are due to mismatched baseband/iOS version. This will cause problems with restores from iOS 4.2.1 and higher.
