Okay, from memory - the only tools that supported 3.1 were blackra1n and pwnagetool.

First thing you should do is check if the previous owner saved any SHSH for this iPhone, if they did - you have a safety net. TinyUmbrella will tell you this.

Secondly, find out if you have old bootrom. An iPhone that shipped with 3.1 could have either old or new bootrom.

PwnageTool 3.1.4 for Mac OS X

If you have old bootrom. I recommend you use blackra1n to jailbreak then restore with PwnageTool custom IPSW.

If you have new bootrom, I recommend you just use blackra1n to jailbreak (unless there was a SHSH for 3.1.3 saved - then you might be better of upgrading to 3.1.3 and using Spirit to jailbreak)
