Does PwnageTool jailbreak?
I need to unlock my phone, but would rather not have it jailbroken..
Is there a way to unlock and activate my phone, but not jailbreak it, using ipwn?

Also, if I were to to unlock via ipwn, then restore using a non-modified, apple-fresh ipsw, would the unlock persist?

I *think* you can uncheck the jailbreak option and leave the neuter and unlock options enabled.

I'm not sure about that, I don't really know how the iPwn unlock works but I have a feeling that it doesn't actually patch the baseband, it just "neuters" the bootloader so if you didn't unlock with ipsf before it would come back to locked state.
But this is purely speculative, you should wait for a developer to answer that question.

No.. the unlock is removed when going to a stock firmware file.. when you restore to a normal non custom firmware file all pwnage hacks are removed and it is OTB again

I haven't had a chance to tinker with the software yet, but I didn't see a jailbreak option, only "activate". Is that what you were referring to?

Unless of course you were already permanently unlocked with geohot's ipsf (or the original ipsf), in that case I think the unlock would still work even though you'd need signal.app or a similar script.

What is the problem if it's jailbroken...... just remove the installer.app... and it looks like an jailed iphone..

No problem necessarily..
I'm running 1.1.1 otb, restored to 1.1.4, and then iplus'd, and i had some stability issues the first few days but those mysteriously went away. So overall I'm ok
Just wondering.
