I recently jailbroke my phone using jailbreakme.com. I have Cydia on my iPhone 4 running 4.2.8. I was told if Cydia was on my phone and I could use it it was successfully jailbroken but when I download a theme or something it doesn't change some things, such as lock screen, battery, etc. And it states specifically in the description that it changes those. Does that mean it's not actually jailbroken? I've never had an iPhone before so I'm a little lost. Any kind of assistance would be greatly appreciated.

It might be due to the fact you have a CDMA phone.

Unfortunately Apple has not yet unified the CDMA and GSM iOS versions (which is why you run 4.2.8 and I run 4.3.3)

The majority of iPhones are GSM and jailbreak apps are much better tested on the iOS versions designed for GSM. I would report the issue to the theme author.

Not only the themes, but I can't get a new boot logo to work either. Do you know a solution to this? Should I try to re jailbreak my phone using another method?

If you have a saved SHSH for iOS 4.2.8, then you could try restoring and re-jailbreaking with redsn0w.
There have been some additional bug fixes rolled out to jailbreakme.com since the initial release of jailbreakme.com v3.0 (maybe these bug fixes will help)

Remember, DO NOT try to restore until you confirm you have a saved SHSH blob for 4.2.8

I'm not exactly sure what the SHSH is but I went online and found the iOS 4.2.8 firmware download and have it on my computer. I can restore with that and then do redsnow, can't I? Anemic that's correct, how do I save my contacts?

If you don't know what SHSH is STOP and go and read Caching Apple's Signature Server - Jay Freeman (saurik) and SHSH - The iPhone Wiki before you do anything else.

it is NOT as simple as reinstalling the 4.2.8 firmware download. If you try you will get error 3194 or "This device isn't eligible for the requested build".
If you try to restore via pwned DFU mode, you will end up in a DFU loop and also will have wiped the SHSH blobs that are still on your device.

So.. take my word for it. Use iFaith and TinyUmbrella to save your SHSH blobs.
Only an ignorant fool jailbreaks without a SHSH safety net.
