Tethered requires a hard computer connection (i.e. cable) to reboot Touch. Semi-tethered will reboot to "non-hacked" OS (i.e. standard functionality) without computer, but to "jailbreak" OS when tethered.
From what I understand, rebooting the semi-tethered without a computer will lose jailbreak functionality for that boot, but when you reboot again while tethered, you will regain your previous jailbreak state. In other words, you won't actually lose any of your installed programs, just the ability to use/see them when you perform a non-tethered boot. But I'm not 100% about this. Regardless, I'll just wait for the untethered hack.
