old water damaged touch?

i recently got a hold of my bros old touch that he had gotten wet.
well now im hoping i can resurrect it cause i don't want to buy one myself.

my best guess is that its short circuited just cause i know he tried turning it on right after he realized it got wet.

is there a way i can revive it? whether sending it to a third party repair to fix it or is there a way i can fix it myself?

its a 32g 2nd gen touch. its not under warranty so i have no problem opening it up or trying other things on it that would otherwise void it.

Take the phone and put it in a sealed plastic bag with uncooked rice. The rice will absorb the moisture. This works try it.......
