How do I determine whether an iPod touch 2nd generation has the early bootrom? Is it determined the same way as the 3GS? (iBoot-359.3 bootrom vs iBoot-359.3.2 bootroom)

Your iBoot will either be:

iBoot-240.4 (old)
iBoot-240.5.1 (new)

I am not sure if the iPod touch reports this info in DFU or recovery mode, you can test that out.
