The processing power and memory of the 3G are perhaps lower than the 3GS, but that's not the problem... 400 MHz and 128 MB of RAM on the 3G are more than enough to process simple voice commands, it's not like Apple has ripped the human voice interaction from the USS Enterprise.
iPhone 3GS will feature 200MHz+ and doubled RAM which are predefined for a better experience. I don't know what the hell were they thinking but the way game development sees it. iPhone 3GS - more features to implement, fancier graphics are able to be calculated and outputted. Soon enough, the iPhone 3G will suffer because of Apple's poor decisions and will force it's owners (some of them bought the phone only 6 months ago) to either give up on the iPhone and go for the N97 from Nokia, or put your tail between your legs and buy an iPhone 3GS.
Don't get me wrong, I like the iPhone, but the 3GS is forced out. One of the funniest things that they actually put cut copy and paste one it's prime features. I would have been ashamed even to remember the fact iPhones until 3.0 didn't have cut/copy/paste functionality.
It isn't really hardware related, they'll just lock it down to the 3GS anyway they deem possible.

It is also worth noting that the original iPhone and the iPhone 3G has a 620 MHz that is underclocked to 412 MHz. However, voice recognition has existed on phones with 200MHz processors for years (see Motorola RAZR).
As well, the voice recognition App is essentially just an app. It runs when it is launched, requests input from the user, processes it, and then quits to move onto the next task.
While it will probably not going to be possible to launch the voice recognizer when you are playing XL2 Supercross on the 3G, I would expect that the OS would handle everything as if a call came in and quitting the game until the Phone app quits.
The key benefit of the iPhone that is making it so talked about as a gaming platform is it's graphics card.
For example, the PSP has a 333 MHz processor (which many games underclock to 200 MHz) and 36 MB memory.

Actually that's what they do.
Every time a firmware update for the iPhone comes out it comes in two flavor: iPhone1,1 (2G) and iPhone1,2 (3G).
It is only fair to assume the 3GS is the iPhone2,1 we've already seen poking around in the iPhoneOS 3.0 file system.

Yeah, it was my mistake. Got into the iPhone seas a little late so made a wrong assumption.
