I believe that you also need to remove Apple Mobile Device Support from Add/Remove program control panel. Otherwise it still uses the iTunes 8.2 USB drivers... I think that is how I did mine when I got the 1600ish error. Also, I think I had to restore my phone in iTunes (I got the emergency only call/invalid SIM error) before I could unlock/jailbreak after I downgraded.
