So, the iPhone 3G on 3.1 CAN or CANNOT be unlocked?
I see that some of you have the iPhone 3G unlocked with PwnageTool on 3.1.2. I myself unlocked the 2G on 3.1.2.
HOWEVER
I can't get my two 3Gs unlocked. I DO NOT HAVE A MAC, BUT I DO HAVE THE CUSTOM FIRMWARE. I ALSO DO NOT HAVE AN AT&T SIM.
How can I get them "hacktivated" so I can restore them via iTunes to my custom IPSW?

I don't know about windows (I don't think it matters in your case though), but you can unlock IF, AND ONLY IF the phone has the 5.8 bootloader. If they have 5.9 you can't unlock. You can tell which bootloader you have by jailbreaking and then downloading Fuzzyband through Cydia. If they are 5.8 you're golden, just downgrade the baseband version with Fuzzyband, then download Ultrasn0w through Cydia and install. Good luck.

As long as you have stayed on the pwnage path and never restored to an official apple firmware (aside from 3.0 which was necessary for ultrasn0w) then it is possible to upgrade to a pwned 3.1 or 3.1.2 and still be unlocked on a 3G iPhone.
When making a custom IPSW, you can specify if you need your phone to be hacktivated or not. This will then be included in the custom IPSW which is loaded via iTunes
The key is never to restore to an official apple firmware. Once you do that you are screwed forever (unless you have baseband bootloader 5.8)
