If I plug in the phone to a USB or outlet it works fine except the power / sleep button does not work. If I unplug it my phone will shut down and go into a restart / reboot loop where it just flashes the apple logo on and off intermittently. I did a restore to 3.1.3 (last shsh) and the problem persists, I'm not sure what to do anymore I'm beginning to lose hope.

Sounds like a hardware problem.

Why have you posted in the 3G section? The 3G does not have a 3.1.3 SHSH - do you really have a 3GS?
