I have these packages installed in cydia and I'm wondering which package is safely to remove? My phone is running quite slow right now

I wouldn't think any of them are causing the slow running of your phone.

They look like the std stuff Cydia loads on install.

Yup, those are just the normal packages Cydia requires to run and install stuff. None of those do anything while Cydia or other jb apps aren't running, all they are doing is taking up space on your flash which won't make it slow.

Only MobileSubstrate addons (sbsettings, winterboard, etc) and JB apps which leave themselves in the background can slow down the phone.

after jailbreaking dont upgrade cydia just install ultrasnow.
