Why should non-devs get it for free when us legal devs pay $99/year for beta firmware access?

This isn't a request for Apple to make it available to non-devs, this is a request for hackers. And they already have, so my request has been granted

Or are refering to the firmware files being made available? If so, this just means u can install 3.0 to your phone, but the phone will be bricked until apple enable 3.0 on it via activation in iTunes

This beta is for developers to test their apps on the upcoming software, not users to test apple software.
