You don't need internet access to have Cydia install something -- you can download the package directly from the author's website and put it in /var/root/media/Cydia/autoinstall on your phone, then reboot. Cydia will automatically install the package on your phone. Alternately, if you have MobileTerminal installed, you can put the .deb file somewhere, navigate to it, and run 'sudo dpkg -i <packagename>.deb', and it will install the package as well.
