yes, if the problem is with hardware issue, can try removing the battery for 1 hour (its hardware reset, its like with a motherboard from a PC, when u remove the batery, u reset the bios and it fix 90% of problems, and it also work on iphone)
Error 25/28 in itunes usually is a problem from battery and u can try fix removing the battery or buying a new battery (i have fixed 2 iphone 3g/3gs removing the battery when apple say its a hardware problem), now about error 21 usually get that error when u are trying restoring the firmware in mode recovery, but if u change to DFU mode (black screen) i think u can restore it without problems, if it not work and u think is a hardware problem u can try with my method (removing the battery for 1 hour).
