The chances are pretty high that any 3GS you buy at retail now (locked or factory unlocked) will have the new bootrom and thus be tethered jailbreak.

Paypal - I will be upfront - I have not utilized Paypal in quite a long while. However, from what I can recall when setting up a paypal account you tie it to a Bank Account and a secondary form of payment - i.e. Credit Card - that being said the Merchant Account that this would run through is set up through PayPal - 3% would be added to account for those fees. I hope that makes sense.
