I am wondering if there is a utility/tool out there for setting an app (Skype, GV Mobile...etc.) to load on boot; similar to the MobilePhone.app

I can use Backgrounder, but with Backgrounder I have to manually open the app every time the phone is respringed or rebooted. I want the process to be fully automated sorta like the MobilePhone.app which is loaded automatically every time the phone is rebooted or respringed and stays in the background.

On jailbroken devices you can launch your app from mobile account .profile [dot at the beginning of profile is intentional] . You can find it in /private/var/mobile/
