You have to pay this 99$ per year if you are a developer and if you want to publish your progams due App Shop.

I don't think so. I think you can test it on your own iPhone but you can't publish it without paying the 99$

nope, if you read through some docs, in order to test it on your phone, you need to be in the Developer program. SDK is free and testing in simulator is free, but you need to become an official dev and wait for FW2.0 to be released to test on the iphone. Only way to do it right now is to join the 2.0 Beta and that means you have to be a US company.
