Edit /Applications/Preferences.app/en.lproj/KeyboardTitles.strings. For example, to change "Croatian" to "Serbian" you add
    Code:
        <key>hr_HR</key>
        <string>Serbian</string>

Installing Cydia programs on a phone that has no internet connection: read this.

Editing binary .plist, .strings, .nib and .xib files:
    * on your computer: Windows tool / conversion website.
    * on your iPhone: convert those files in a terminal with plutil (installed with Erica Utilities) or edit them with iFile (Cydia links).

You need to /Applications/Preferences.app/en.lproj/KeyboardTitles.strings then convert it to from binary to text string file...
Then everything will be clear to you...

It may require a certain version of .NET to be installed. Of course the online tool is fine for converting, but having an editor is even easier.

Strange, I wasn't aware there is anything in Windows called CoreFoundation. Anyway, then the online tools are a good alternative.
