SAM was stopped by Apple a few months ago. You can try Gevey SIM.

They are probably just trying to get your money. Especially if they are offering you SAM. I wouldn't deal with those people, unless you have had some positive feedback.

One way is Gevey, the other way are companies like cutyoursim (see the last post from the amazing Dev-team about redsnow 0.9.15b2), but you have to look, if they offer an imei unlock for the telecommunication company/provider where you've bought your 4s and you should also know that it's not sure if that imei unlock is really forever. The prices are very different for the imei unlock (e.g. 29U$ for At&t to 149 U$ for Canada Rogers) and there are also a lot scam sites about imei unlock.
The next thing about the imei unlock is, that mostly you have to update to the latest IOS, so if you are in the moment on ios 5.1.1 you have to update to 6.0 and so you loose your jailbreak.

Maybe one best way is to ask for a little help from those who offers and more experienced when it comes to iPhone unlocking. As, I go look browsing similar sites, they offer money abck guarantee unless they fail to unlock your phone.

Doing an unlock straight from the carrier is the best way to go, you don't need to jailbreak your iPhone anymore or anything like that, it is straight forward and very easy
