Your legally purchased apps can be re-downloaded from AppStore/Cydia without needing to pay for them a second time.

As for your music and other data. This is not a scenario where there are many official solutions.

For music that was purchased directly on the phone from iTunes music store, you can copy that back to iTunes on your computer.

Other than this, Apple deliberately does not include a way to copying music from the iPhone as there are no legal reasons for such a feature.

You really should have backed up your laptop before reformatting it.

As for a solution, there are plenty of unofficial apps for windows and other operating systems that can copy your music back to your computer. There are also apps that can extract your contacts and SMS messages, etc.

There is not one single app that solves this problem. You did something stupid and poorly planned out. Now you have a lot of manual work ahead of you to extract, reorganise and eventually re-sync your content back to your iPhone
