OK, I think I've figured this out.
A) Ignore what I was saying about personalization. I missed the part at the top of the log where it showed that it was getting the TSS response. Sorry!
B) Check your hosts file and remove any entries to gs.apple.com -- the APticket error is related to the fact that it's not getting the proper response to the request it's sending Apple for the baseband flash on the device. This should resolve your issue and allow you to successfully restore the device.
