If there is no sim card and location services is OFF.
If you use WIFI on the iphone, would GPS be working still ?

Olethros is correct, but in the interest of adding a little bit of information -- though the GPS / Location Services will not report your location, it's very easy for a third party to use your internet connection's information to triangulate a fairly accurate area that you may be located, based on the IP address of your connection. If you were trying to fly completely under the radar, getting on WiFi could potentially provide someone who was looking with enough information to get a decent idea as to where you were.
