If you are using Safari on a Mac uncheck "Open Safe Files after Downloading" in Safari Preferences or use a different browser.

As freddybflash says, by default, Safari attempts to open files that it detects are in .ZIP format. Since .IPSW is really just a renamed .ZIP, you need to stop this behavior. "Open Safe Files after Downloading" is the option in Safari that you need to uncheck. This will allow you to save the file to a location as the .IPSW and not have it automatically attempt to decompress.

OK, read my response - the answer still stands. Whatever browser you're using is opening the file as a .zip instead of saving it as a .ipsw. So, figure out how to make it stop.
If you told us what browser, I'm sure we could noodle through the help file and point out the option, but ultimately, here's the problem (irrespective of OS version, etc.)
Your browser is treating the .ipsw as a .zip file and opening it when you save it. Stop your browser from opening files you save. This will stop the problem.
