You should use PwnageTool 3.1.4, no need to update to 3.1 in between.

Reinstall Ultrasn0w unlock afterwards. You will NOT lose your unlock by doing this. You should not experience any wifi problems either (this is mostly experienced by users who use the blacksn0w unlock)

You can't go back to OS 3.0 once you upgraded because you do not have a 3.0 SHSH on file with cydia.
